Within two months, County staffers ~rnn Usagawa and Conxaie I~iriu passed on a message from Arian. L~eLima and Jirnmy A.rakaki: "16elake sure the Puna CDP has whatever Shipman wants or it will never get passed by the Council." ~e thought solving the problems of the subdivisions was the most important task. Ioiow, I am convinced that Ie10'I` solving any problems of the subdivisions is Job ~l, in this County and this State. 'Their clients are the descendants of the dig Dive, who now xrflake their profits from controlling and monopolising real estate. They keep land prices and their profits high, but cripple us economically. V67e worked hard on the Puna CDP. ~Ve went to training conferences on the mainland, read textbooks, got copies of good plans, called mainland planners to find out howl to do the data alysis and modeling cif land uses, infrascture and public facilities. ~e went to 100 community meetings. ~ developed a models, calculated Level of Serviee. ~Ve did a study of taxation and spending in the County, by district, from 1950 thru 1992. ~Ve found that the conventional wisdorn -that the subdivisions cannot pay for their services, that they are badly planned, that they area "time-bomb" -m wasn't supported by the data, ~a'e thought mat if we provided the data and analysis, showed the affordability of doing good planning, that the County would be pleased. To my surprise, no one would even talk about my data, except for some scientists, who are still using it. liut I was personally attacked. Sometimes it was comical. I would be sitting in Virginia Coldstein's office, where there was an intercom from the Council chambers. l~rian DeLixna would go on one his vicious personal attacks never against any issues or any data . I would race up to the Council Doom. Arian would change the subject as I entered. 'Thanks to Peter Young, I finally understood why there was so much pressure 1~10T to allow the subdivisions to succeed. State and federal investments in neighborhood schools I~~a4e _ and water mains, a few county parks and neighborhood centers would raise the values of 75,000 lots by $5000 to $20,0 each. The current taxes, plus federal programs designed for these communities, would more them pay for what was needed. I-Iowever, it would also bring down the price for lots in ~e'.l-l. Shipman's future I£eeau subdivision. It could effect prices all over the island, even the state. In 1'iawaii, 75,000 is a lot of lots. from the public's point of view, this is great. Economists have pointed out for decades that the concentration of land ownership is our major economic disability. but challenging that monopoly is a forbidden subject. In August 1995, in Ka'u Landing, I criticized KSI~E for their lobbying, with the other landowner/developers, to deny services to these communities. Eut, he said, they should be denied services because "they arc bad planning:' A month later, Norman I~ayashi, who was beginning work on the General Plate revisions said exactly the same words to me to explain why the County would be not be providing any parks or police or fire stations to these esmmun~tges. I said that it is the County's job to provi~ planning and equal services, and that the General Plan is required to reflect that. I-Ie said "No. The Charter says the General Plan is supposed to shoe what we `desire. This General Plan draft denies equal treatment. There are 30,000 people living in these communities now, 23,500 more than in 19'70. And 30,000 or so more are exg~cted by 2020. Except for one school and well in Ocean View, this GP provides for no more parks, schools, police and fire stations, seed fewer roads, than in 1970. Loop at the population figures, then look at the facilities maps what's wrong with those pictures? This document's function is to deny access to a county, state and federal funds, all of which require plans. I have provided written testimony on what needs to be ~ it for five years. Norman I-Iayashi told me straight out that he would not be providing aray plans for equal services for the subdivisions. The technical analysis prepared for this General Plan, by I2ay Suefuji, I~oy Takemoto, and llelapTech, that showed the Level of Service deficiencies, has been suppressed. This causes harm. It cannot be fixed by editing. Send it back.
