V.E. sub-division because it is being excluded from the proposed <br /> Urban Expansion Area (UEA). <br /> The 1990 County General Flan map had an UEA that crossed the highway, <br /> which included both. Ocean View and the makai sub-divisions. Properties <br /> have been purchased, planned and developed on that basis. <br /> <br /> Both sub-divisions have the same access requirements of only being legally <br /> accessible from the highway thru dedicated and existing streets. No <br /> <br /> properties in either sub®division can be legally accessed directly from the <br /> <br /> highway. This removes the current concern of the County, regarding traffic, <br /> as it has been clearly established in the past that the present many streets into <br /> <br /> both sub-divisions provide sufficient access to mitigate highway traffic. <br /> <br /> The current hi-density developments in Waimea have been approved for <br /> <br /> both sides of the highway with few streets, which illustrates the mixed <br /> signals received from the planning department and the fact that the Ocean <br /> <br /> View area is low density with many streets being perfectly acceptable. <br /> ~~3•C~~ <br /> Covnm.
