Dear Council Members,
The proposed County General Plan (CGP) is discriminatory against the
H.O. V.E. sub-division because it is being excluded from the proposed
Urban Expansion Area (UEA).
The 1990 County General Flan map had an UEA that crossed the highway,
which included both. Ocean View and the makai sub-divisions. Properties
have been purchased, planned and developed on that basis.
Both sub-divisions have the same access requirements of only being legally
accessible from the highway thru dedicated and existing streets. No
properties in either sub®division can be legally accessed directly from the
highway. This removes the current concern of the County, regarding traffic,
as it has been clearly established in the past that the present many streets into
both sub-divisions provide sufficient access to mitigate highway traffic.
The current hi-density developments in Waimea have been approved for
both sides of the highway with few streets, which illustrates the mixed
signals received from the planning department and the fact that the Ocean
View area is low density with many streets being perfectly acceptable.

The proposed CGP also fails to provide for the necessary growth of the
H.O.V.E. sub-division, as it only expands the UEA in the makai sub-
divisions, which ignores the fact that H.O.V.E. has many times the number
of properties in H.O.V.E. then the makai sub-divisions and that there are
many more businesses and residences in H.O.V.E. than in the makai sub-
divisions.
This current draft of the CGP chokes off future business opportunities, jobs,
tax revenues and property development in the H.O.V.E. sub-division by
discriminating against this sub-division.
Council members are faced with enormous fiscal problems and to eliminate
fair and future commercial and cultural growth in this community is contrary
to the public need. This would also seem to be contrary to the suggested
change of land use designation from agricultural to rural, while the makai
sub-divisions would remain agricultural. i~Vhy expand the urban designation
in agricultural zones, but not in rural areas?
I respectfully urge the Council Members to consider these concerns about
the planned UEA excluding I-LO.V.E..
