The bill requires that each council member appoint and employ only one council aide and one legislative assistant. However, the council chair would be allowed to appoint and employ an executive assistant. The council would also appoint the fiscal/program auditor. All of these personnel would be exempt from civil service and the position classification plan. The measure allows the legislative auditor to appoint and employ an administrative assistant and a personnel/senior account clerk, which would be exempt from civil service and the position classification plan. The legislative analyst would be hired by the legislative auditor and would be subject to civil service laws as it is now. Att. JAMES Y. ARAKAKI ,~av®s"~aq AARON S.Y. CHUNG ^ .
