Re: Proposed Charter Amendment Bill
Attached you will find a proposed bill for charter amendment that I am requesting to be
waived from Committee to go up to Full Council due to the fact that it requires three
readings by the Council. Also attached you will find the waiver letter to be submitted to
Chairman Arakaki.
In order for this measure to meet the timely requirement of the Charter, first reading for
this measure should take place on July 31 S`, then following will be the second on
August 14th, with the third being held on August 28`h

RE: Charter Amendment relating to Council Employees
This is to transmit a bill proposing to amend the Hawaii County Charter relating to the
organization of the county council and its employees.
The bill requires that each council member appoint and employ only one council aide and one
legislative assistant. However, the council chair would be allowed to appoint and employ an
executive assistant. The council would also appoint the fiscal/program auditor. All of these
personnel would be exempt from civil service and the position classification plan.
The measure allows the legislative auditor to appoint and employ an administrative assistant and
a personnel/senior account clerk, which would be exempt from civil service and the position
classification plan. The legislative analyst would be hired by the legislative auditor and would
be subject to civil service laws as it is now.

RE: An Ordinance to Initiate a Charter Amendment of the Hawaii County Charter

Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
