Hi. 96737 ' ~ _ ,~'t; 808-939-8449 www.oceanviewchamberbfda~nmerce.coin Planning Director Virginia Goldstein July 25, 2002 25 Aupuni Street Room 109 Kilo, Hi. 96720 Subject: Revision to General Plan - Ka~ u (I-2) -Proposed Commercial Expansion Dear Virginia, On behalf of the Business Community of Ocean View, I acn writing to ask that the proposed revision (I-2) for Ocean View, from "Extensive Agriculture to Urban Expansion", not be restricted to the makai side of Highway 11. As you can see by the enclosed map of the mauka side of the Highway, there is a great deal of property available for commercial growth, and the majority of the population of Ocean View lives on this side of the Highway. At the present time we have Mister Bell`s and H. McKee Realty and the Town Center, located on Lotus Blossom which includes 11 businesses. There is also a new Gas Station which is going through the permit process now which will open on the corner of Keaka Parkway and Lotus Blossom. Tlie Ocean View Chamber of Commerce would like to see commercial growth on both sides of the Highway. Mr. Stanley Tamura of the State Highway Department in Hilo lies already .agreed to lower the speed limit in Ocean View from 5.5 mph to 4~5 mph. This decision was made due to the increase of population in Ocean View and the increase of cross L-aflic from the mauka side of the Highway to the makai side of the Highway where Polnie Plaza Shopping Center is located, and which. includes the Ocean View Market along with the Post Office and 6 other businesses. With the projected population irxcreases all over the Island, we would like to be able to accommodate the anticipated need for new businesses in Ocean View. The safety issue of cross traffic is valid and as you can see by the enclosed map, there are far more access streets on the mauka side of Ocean View than there are on the makai side. There is talk of hoping to extend Lotus Blossom across the I Iighway and having it feed onto an extension of the frontage road which could then direct tra~iic into Pohue Plaza instead of having to make the jog across, which now is such a hazard with the tourist traffic which flows through Ocean View. The decrease in speed and better signage will help to alleviate a great deal of this problem. Also with four restaurants i~ town we are now seeing a large increase in the number of tourists who stop in Ocean View. °~Y1~IY~s ~f8a ~ ~ ,.'i its 3 0 Z00~ _ _ With the purchase of 3,548 acres of native forest land ui the State's Ka' u Forest Reserve by the Nature Conservancy and the proposed purchase of the mauka portion of ~:alruku Ranch by Volcano National Park, Ocean View will be surrounded by Park lands. He Kula Na Mei Hawaii, "A School of Things Hawaiian" has purchased property on the north side of Ocean View for their Hawaiian Cultural Resource Center. In the years to come our community will become a great resource for the people who will want to come and visit these areas. The Ka' u Forest. is the largest and most intact expanse of native forest in the state and is home to a number of forest birds. Please do not. limit our community in any way to expansion. With the increase in private home construction, there will natitr-ally be an increase in business opportunities, and we will need both sides of the road for this commercial growth in order for all of our residents to be afforded the best that the area has to offer. Tlus letter will lie copied to all of the members of the Hawaii County Council so that all of the people involved in drafting the ne~v General Plan will have a chance to consider the ramifications of restricting commercial growth in Ocean View to only one side of Highway 11.
