SUBJECT: Trafitic C®de A~aea?dment
Attached for consideration is a proposed amendment to Chapter 24, of the I~awaii County Code, relating to
vehicles and traffic. (P~OTE: See Comm. 706/Sill 251)
The Police Department as well as residents, have requested this amendment that will provide the Chief of
Police, in conjunction with the Director of Public Works, with the authority to temporarily barricade stub-outs,
dead-ends, and other road terminus.

SUBJECT: PROPOSE6 AMENDMENT TO CHAPl-ER 24, ARTICLE 7,
SECTION 24-153.3 OF THE HAWP,Ii COUNTY CODE

Please review the attached proposed amendment to Section 24-153,3, Street Closures.
As indicated in Section 1 of the attached proposal, problems of loitering, littering,
drinking and drug use are occurring in certain dead end or stub-outs which serves no
immediate purpose.
The proposed amendment will allow police to immediately curtail criminal violations that
occur during the nighttime hours at these locations simply by denying vehicular access.
Officer Steven Chung-Noon of our Community Policing has been working closely with
your Traffic Division Chief Casey Yanagihara to identify solutions to rectify this ongoing
problem,

Dear Homeowners:
This acknowledges your letter of January 31, 2002 expressing
concerns of illegal activities at the end of I~ako Street in
the xona Vistas Subdivision.
Conununity Police Officer Steven Chung-Hoop is currently
working with the Corporation Counsel, beparttnent of Public
forks, and the County Council, to address your concerns and
request to barricade the dead-end streets of Lake and Kina'u.
There are no ordinances or laws to allow the Councv to block
or barricade any dead-end, or in your situation "stub outs"
streets. The County ordinance that addresses road closures are
for parades, processions or any festive, religious, civic or
other special activity by permit only.
Officer Chung-Hoon will continue to work with you and your
Councilperson to amend this ordinance to include the closure
of stub outs with the use of the permit systems. The details
of the amendmEnt require drafting.
Meanwhile, Officer Chung-Hoon will assist Corporation Counsel
Linco?n Ashida in Formulating a plan to temporarily barricade
this area. A diagram of the area and the proposed locat:.on or
