Welcome to Kohala. Nly Hama is Toni Withington. I am the first of seven <br /> speakers representing Ka'makani 'O Kohala Ohana, Inc. KAKO'O who will <br /> guide you thorough our presentation. I have been active for 14 years with ~°lui <br /> Lihikai, Citizens for Protection of the North Kohala Coastline, which is now <br /> merged with KAKO'O. <br /> We thank you and the Planning 13epartment for the many amendments added <br /> particularly in the past year. We have three specific wording changes to propose <br /> tonight in order to make the document better reflect our hopes and plans for the <br /> next 10 years. <br /> After the 3 changes we will present to you our objectives to open and protect the <br /> 29 miles of district coastline through changes in the L.U.P.~d.G. boundaries. <br /> Primarily we propose to significantly increase the conservation district along our <br /> coast and to identify and legalize mauka-makai vehicle access as well as <br /> continuous lateral access. finally, we will show you why preservation of our <br /> historic and archaeological sites, ancient trails and burial sites is so important to <br /> our district. <br /> The first of our proposed 3 changes is discussed in #1 on submitted testimony <br /> and occurs on page 3F~ of your draft. <br /> The ~m button down says: In reviewing special I~errr~it applications, <br /> rezonirtgs, and other land use changes in the Agricultural ®istrict "great <br /> care" should be given to preserve existing viewplanes to and along the <br /> coastline. <br /> We want "great care" to be replaced by the word "priority." <br /> Great care means nothing. Preservation of our open coast has been a <br /> PIRIORITY of this community for a long time. You will hear this repeatedly <br /> <br /> tonight. <br /> frankly, despite all of the efforts we have made with petitions, legislative and <br /> <br /> council resolutions, endless hearings and meetings, the County's "care" for out <br /> <br /> coastline has been almost non-existent. <br /> large percentage of housing in our district is in the agriculture zone. You and I <br /> know that changes in zoning and permits here are almost always call for creation <br /> <br /> of large residential lots. One of our biggest challenges in the next 10 years will <br /> be preserving the open coast from large, expensive homes projected for our <br /> <br /> coastal agriculture-zoned lands.
