speakers representing Ka'makani 'O Kohala Ohana, Inc. KAKO'O who will
guide you thorough our presentation. I have been active for 14 years with ~°lui
Lihikai, Citizens for Protection of the North Kohala Coastline, which is now
merged with KAKO'O.
We thank you and the Planning 13epartment for the many amendments added
particularly in the past year. We have three specific wording changes to propose
tonight in order to make the document better reflect our hopes and plans for the
next 10 years.
After the 3 changes we will present to you our objectives to open and protect the
29 miles of district coastline through changes in the L.U.P.~d.G. boundaries.
Primarily we propose to significantly increase the conservation district along our
coast and to identify and legalize mauka-makai vehicle access as well as
continuous lateral access. finally, we will show you why preservation of our
historic and archaeological sites, ancient trails and burial sites is so important to
our district.
The first of our proposed 3 changes is discussed in #1 on submitted testimony
and occurs on page 3F~ of your draft.

care" should be given to preserve existing viewplanes to and along the
coastline.
We want "great care" to be replaced by the word "priority."
Great care means nothing. Preservation of our open coast has been a
PIRIORITY of this community for a long time. You will hear this repeatedly
tonight.
frankly, despite all of the efforts we have made with petitions, legislative and
council resolutions, endless hearings and meetings, the County's "care" for out
coastline has been almost non-existent.
large percentage of housing in our district is in the agriculture zone. You and I
know that changes in zoning and permits here are almost always call for creation
of large residential lots. One of our biggest challenges in the next 10 years will
be preserving the open coast from large, expensive homes projected for our
coastal agriculture-zoned lands. We want you to know preservation of an open
coast is a PRIORITY.
