Over 50 percent of the si~nators are from North and South I~ohala. .~3~ I~ To the Hawaii Cour:y Council, Mayor Akana and Governor tiVaihee Eecause the Ncr,h Kohala coast embcdies unique scenic, historic and recreational values and because it is encumbent upon ~s to preserve our precious coastline and pass it on to our children unharmed and because the whole North Kohala area is relatively undeveloped, has special meaning to the Hawaiian people, and should be kept rural in nature and because the state legislature `tas called upon the Big Island to take steps to protect the !`lorth Kohala coastal area and because it is the stated objective of the State Office of Planning to encourage preservation of open spaces makai of the coast highway in West Hawaii and because unabated development north of Kawaihae wilt ultimately add large infrastructure costs in North Kohala to the burden the taxpayers will already be carrying due to resort development in West fiawaii, V'1e therefore call upon you to stop all further development of the North Kohala coastal area until a plan can be implemented to preserve its scenic, historic, recreational and biological values for the present and future citi~~ns o` Hawaii.
