Box 6236 <br /> Ocean View, Hawaii 9b737 <br /> August 2, 2002 <br /> Bobby Jean Leitliead-Todd <br /> Hawaii County Council <br /> 25 Aupuni Street <br /> Hilo, Hawaii 96720 <br /> Re; Proposed Hawaii County General Plan (GP) <br /> Dear Council Member Bobby Jean Leithead-Todd, <br /> The proposed GP fails to provide for the necessary growth of the Hawaiian Ocean View <br /> Estates (HOVE) sub-division, as it only expands the Urban Expansion Area (IDEA) in the <br /> makai sub-division of the Ranchos, in contrast to the 1990 GP, which included the UEA <br /> in both sub-divisions. <br /> In addition, by only providing the UEA in the Ranchos, this will create and exacerbate a <br /> major traffic problem on the highway due to the fact that the Ranchos has only two <br /> entrances of which only one is used primarily. <br /> <br /> HOVE has 12 separate entrances from the highway providing efficient traffic flow and is <br /> <br /> the largest sub-division in the world with many more businesses and residents than the <br /> <br /> Ranchos. <br /> <br /> This current GP draft of the UEA chokes off future business opportunities, jobs, tax <br /> revenues, property development in DOVE and will create a major traffic problem on the <br /> <br /> highway. <br /> Our County is faced with enormous fiscal problems and to eliminate fair and future <br /> <br /> commercial and cultural growth in HOVE is contrary to the public need. <br /> <br /> I respectfully urge the Council Members to consider these concerns and change the <br /> <br /> planned UEA to include HOVE. <br /> Si)n,.cer~ely, <br /> <br /> Merle Martin <br /> <br /> Cc: Mayor I-Tarry Kim <br /> Ocean View Chamber of Commerce <br /> HOVE Community Association I+T~ <br /> Ref.
