Re; Proposed Hawaii County General Plan (GP)
Dear Council Member Bobby Jean Leithead-Todd,
The proposed GP fails to provide for the necessary growth of the Hawaiian Ocean View
Estates (HOVE) sub-division, as it only expands the Urban Expansion Area (IDEA) in the
makai sub-division of the Ranchos, in contrast to the 1990 GP, which included the UEA
in both sub-divisions.
In addition, by only providing the UEA in the Ranchos, this will create and exacerbate a
major traffic problem on the highway due to the fact that the Ranchos has only two
entrances of which only one is used primarily.
HOVE has 12 separate entrances from the highway providing efficient traffic flow and is
the largest sub-division in the world with many more businesses and residents than the
Ranchos.
This current GP draft of the UEA chokes off future business opportunities, jobs, tax
revenues, property development in DOVE and will create a major traffic problem on the
highway.
Our County is faced with enormous fiscal problems and to eliminate fair and future
commercial and cultural growth in HOVE is contrary to the public need.
I respectfully urge the Council Members to consider these concerns and change the
planned UEA to include HOVE.
