Dear Council Member Elarionoff:
Thank you for the opportunity to review and provide comments on the proposed bill to amend
the capital budget by appropriating $250,000 to fund Phase III of Paniolo Drive Sidewalk
Improvements. Sidewalk installation along Paniolo Drive was partially completed last year,
and this appropriation would complete the project by funding the remaining 1,000 linear feet.
I know that the community strongly supports this project, which has only been left
uncompleted because of a lack of funds.
For your information, since the County does not have the financial resources to complete the
sidewalk, the Department of Public Works is planning to first clear the sidewalk area of weeds
and overhanging plants (with consultation of property owners), and then level the sidewalk
area with gravel. This is an interim measure that we are working on to increase safety for
children walking to school.
In addition, Dennis Lee has contacted DAGS about possible state funding because the
existence of Waikoloa School creates the need for the sidewalk for the children.
This is certainly one of many worthwhile and needed projects around the County. However,
please be aware and make the community aware that at this time there is no available money
to complete the sidewalk even if this appropriation bill is adopted.
