Re: Pahoa Elementary School Playground Equipment
Dear Council Member Safarik:
Thank you for the opportunity to review and provide comments on the proposed bill to amend
the capital budget by appropriating $40,000 to provide playground equipment at Pahoa
Elementary School. I understand that the community initiated this effort to provide a
playground for the children of lower Puna. I support this bill.
The former playground equipment was located partly on County property and partly on
Department of Education (DOE) property. If the new equipment is to be installed in whole or
in part on DOE property, the County will need to coordinate closely with the DOE on a
project of this type. If DOE property is involved, we should enter into an agreement with the
DOE for maintenance of the equipment, and ensure that the equipment is available to the
general public during daylight hours when school is not in session. Patricia Engelhard can
provide you with more information about a similar agreement between the County and
Holualoa School.
Please be aware that even if this appropriation bill passes, there is no source of funds set aside
for the project at this time.
