I, like many of my neighbors, am extremely concerned regarding the
current attempt to slow enactment the proposed bill to limit tha current
exploitation of the CPR process. This would continue to allow construction
of single family home developments without the enforcement of zoning
requirements, a purpose never intended when the process was
established. The continued "Mauiization" of the gig Island by greedy
developers, despoiling the land for profit, should not be tolerated. There's
nothing wrong with development when it's carried out as a part of a
rational planning process which provides for the necessary infrastructure,
e.g. water, sewage, flood abatement, emergency evacuation routes,
impact on schools, etc. gut the use of the CPR to circumvent county
zoning requirements and the assurance of adequate infrastructure results
in damage to the natural environment and quality of life on the island and
this is inexcusable.
Now it seems clear that the deterrence of the adoption of the CPR bill has
little to do with the occasional need of a local farmer to provide an ohana
house for "Tutu" on his property. An exemption for that kind of situation
can easily be included in the ordinance. Also, since extensive public
hearings have already been held, the suggestion that more are needed
has little substance. `That the real issue is something else is not exactly
"rocket science".
What really is at issue here are the millions of dollars at stake for large
developers and realtors, should they no longer be allowed to avoid zoning
requirements. There's obviously much money and influence involved in
this issue and it appears to be having an effect. The term "suspicious" is,
in fact, possibly a bit on the euphemistic side. Something smells "Rotten
in Denmark" and it sure ain't poke.
I'm well aware that most council members are fully behind the bill as
proposed and this message is not meant to imply any criticisgpm~~ of t*hTe

Council as a body. Nevertheless, I'm hoping that it will be helpful to
that majority of you who are in support of cleaning up the CPR
process, to let you know what I, and many other members of the
public are thinking. I don't think any of us relish being remembered by
posterity as the generation that lost the aina.
