Comm. 12: TRUCK HAULING BUSINESS IN AN AGRICULTURAL ZONE DISTRICT TMK: 6-4-17:64 Copy o letter to Melvin Miranda from Planning Director Albert Lono Lyman dated December 2, 1988, informing a follow-up inspection, which was conducted by his staff on November 15, 1988, revealed that his property is still being used as a baseyard for his truck hauling business. Informs, although two horses were observed grazing on tY~e property, it does not comply with Ordinance No. 889 and that they are referring the matter to the Corporation Counsel's Office for legal action for failure to comply with their request, per their letter of August 22, 1988. Comm. 33: GENERAL PLAN AMENDMENT KEALAKEKUA RANCH, SOUTH KONA From Christopher Norrie of Kaawaloa Orchards, dated December 7, 1988, regarding Kealakekua Ranch Ltd.'s proposed General Plan amendment to change the designation of 111.7 acres of land from Agriculture to Low Density Residential. Comm. 34: From Diana Tara Ocean dated December 7, 1988, requesting that the Council deny Kealakekua Ranch Ltd.'s General Plan amendment request to redesignate 111.7 acres of land from Agriculture to Low Density Residential. Comm. 42: From Dexter A. Smith dated December 10, 1988, informing of his and his brothers', Alexander and James, concern of Kealakekua Ranch Ltd.'s attempt to amend the General Plan because they feel such a change has the potential to have a large impact on the surrounding area. Feels a public hearing should be held before adoption of the new General Plan in order to give residents of the surrounding area an opportunity to express their views on the change. Comm. 48: From Planning Committee Chairman Takashi Domingo dated December 15, 1988, transmitting for review, letters received from residents of the Captain Cook/Napoopoo area expressing their concerns on the proposed General Plan amendment to change the designation of 111.7 acres of land, belonging to Kealakekua Ranch, from agriculture to low density residential. Comm. 44: ELIZABETH McCORMICK ONE-ACRE ZONING - KALOKO, NORTH KONA From James Sugai, President, Farmers Lokahi Alliance, dated December 9, 1988, requesting the PC-1 Page 5 January 11, 1989 Comm. 44: Council to sustain former Mayor Dante Carpenter's (cont'd) veto of the bill to rezone Elizabeth McCormick's Kaloko property to Ag-1. Informs of their support of the Position Paper from the Kona County Farm Bureau relating to the importance of watersheds which would also be impacted by small lots. Informs of their organization's suggestions to include language in the General Plan to preserve agricultural lands and recommends that no further rezoning into smaller lots be allowed because of the importance of the area to infiltration of water into the aquifer. Comm. 45: REZONING ORDINANCE N0. 893 From Acting Planning Director Duane Kanuha dated December 8, 1988, informing Condition C of Ordinance No. 893, relating to the establishment of appropriate agricultural activities for the second increment of Hale Lio Subdivision, has been inspected and approved; further, that the agricultural activities consist of tree planting, forage and raising of livestock. Comm. 46: AMENDMENTS TO CHAPTER 23 (SUBDIVISION CODE) (Bill 13) HAWAII COUNTY CODE, 1983, AS AMENDED WATER WAIVERS From Planning Commission Chairman Thomas A. Krieger dated December 14, 1988, submitting a bill amending the Subdivision Code relating to Water Waivers. Informs the Planning Director recommended against adoption of the amendment; however, the Commission voted to forward a favorable recommendation to the County Council. Comm. 47: AMENDMENTS TO CHAPTER 23 (SUBDIVISION CODE) (Bill 14) HAWAII COUNTY CODE, 1983, AS AMENDED PUBLIC ACCESS TO SHORELINE From Planning Commission Chairman Thomas A. Krieger dated December 14, 1988, submitting a bill amending the Subdivision Code by adding a new article relating to the dedication of land for public access to the shoreline where adequate public access is not already provided. Krieger dated November 4, 1988, submitting a bill to change the district classification for 10.97+- acres of land from an Unplanned (U) to an Agricultural 1-acre (A-la) zoned district at Kalaoa, North Kona. Comm. 25: From Chief Engineer Hugh Y. Ono dated December 6, 1988, recommending alternatives for the Holu Street extension, as requested at the Planning Committee's November 21, 1988 meeting. Of three alternatives, recommends consideration of the completion of Holu Street to County dedicable standards and have it connected to Keokeo Street as a through route, based on the fact that the department has traditionally promoted interconnecting north/south through streets, not only for development continuity, but also traffic circulation and access for police, fire, ambulance, civil defense and other emergency services. Transmits a copy of their November 18, 1988 letter to the Kona Palisades Estates Community Association partially addressing their concerns and elaborating on some of the department's objectives related to residential subdivision development.
