Particularly with the Rural Development Grant it looks like a true value to those that don't have County water. They should get better water delivery and most likely see a reduction on their homeowners insurance due to closer proximity to a fire hydrant. I-Iowever each of the 50 to 100 homes which currently has county water, has already pad a substantial premium to be connected to County water which other homes in t~ area have not paid. These families DO NOT stand to gain near the proportional beets fr having county water as do those who do not currently have it, BUT they are being asked to share equally in the approx $6000/home cost of improving a system which they do Writ need. The offer to provide a new meter at no cost, while appreciated, is a benefit in the same ' category of the county assigning me a new home tax number for free is a ben~~t. We are not asking something for nothing. Those who currently are on county water via short spaghetti lines who wish to connect with the new system, should have to pay aone-time fee (approx $1200) for a new meter to be dropped the same as anyone else, but to ask this group of families to share equally in the cost for a project for which they will see minimal benefit is profoundly unfair. I would ask that you restate the Improvement District proposal to exclude those homes with current county water, unless they choose to opt in for aone-time fee as future new homes will do to connect to the new system. This would still serve everyone's interest but in a much more equitable manner. Allan Robbins Ilomeowner 73-1222 Loloa Dr. Kailua-Kona, HI 96740 ~ I~e,~ • ~al~ IeTo. Itef. To: Rai. Dam
