Honorable Chair and Members of the Council
The Hawaii Island Economic Development Board applauds the level of
initiative and interest exhibited by Council members and staff during the
lengthy hearing process relative to Bi11 #62.
We understand that a draft #3 submittal is pending which may incorporate
additional requirements such as an irtdepertdent economic analysis, private-
. sector partnership, and EIS review if appropriate for specific project
components. We believe such language will satisfy outstanding concerns
and protect general public interest, safety and health.
In our public testimony on May 15, 1997, we noted that the State Civil Defense
Agenc}' has resource information on statewide models and procedures for
similar industrial facilities under NRC guidelines for training and emergency
procedures. We are confident that the highest construction standards can be
applied to this project, and that appropriate mitigation measures can be made
by siting the project outside of tsunami, inundation or high volcanic hazard
zones. We believe that appropriate safety training and handling techniques
can be supplied by independent professional oversight in cooperation with
the project developer and county resources.
We would be pleased to provide our resources to any joint continuing
initiative undertaken to supply the public with balanced, factual, science-
based information on this important socio-economic development
opportunity. In light of external ideological pressures, it has become
increasingly difficult to conduct civil discourse on this issue. Nevertheless,
we believe that the general public supports the Council's present intent on
Bill #62 as a significant step forward Eor diversified agricultural interests.
