Re: Bill No. 213/Amends Chapter 23 of the Hawaii County Code 1983 (1985 Edition)
Relating to Pre-Existing~Lots
Dear Chairman Arakaki and Council Members:
This is to offer comments on Bill No. 213.
I do not believe that the bill is warranted and that it may harm the interests of individuals
and families who have parcels that were created long ago in agricultural areas. The proposed
pre-requisites of an existing dwelling and lease for a recognition as apre-existing lot do not
appear to be relevant to the issue of whether a lot should be recognized or not.
I have represented a family who would have lost their parcel if these pre-requisites had
existed when their parcel was recognized as a legal lot.
