Your Committee on Finance, to which was referred Bill No. 247, reports as follows:
Bill No. 247, transmitted by Director of Finance William Takaba, via C ommunication No. 696,
dated July I5, 2002, amends Ordinance No. 02-77, as amended, the Capital Budget, ending
,Lune 30, 2003, by adding the following project:
PUBLIC WORKS:
Waianuenue Avenue Sidewalk l 10-399-5391.81 $50,000
Funds for this project shall be provided from general obligation bonds, capital projects fund
fund balance and/or other sources.
Funds will be used to construct a sidewalk along Waianuenue Avenue across from the Hilo
Medical Center. Currently, the employees of the medical center walk along the side of the road
to get from the parking lot to the crosswalk that crosses Waianuenue near the hospital. Because
of an embankment on the side of the road, the pedestrians are forced to walk close to the traffic
lanes.
Pursuant to Article X, Section 10-6 (d) of the Hawaii County Charter, the council, by ordinance
may amend the capital budget by an affirmative vote of as least two-thirds of the entire
membership.
Some members of Your Committee expressed concerns regarding the funding source as the State
or the private Hospital Corporation should be responsible for funding this project because State
employees will be using this sidewalk.
Your Committee, during its discussion of Bill No. 247, made the following amendment to
Section 2:
including the Hawaii I-Iospital Systems Corporation.'"
Another motion was made to amend Section 2 to eliminate "General Obligation Bonds, Capital
Projects Fund-Fund Balance, and/or", however motion was defeated.
FC REPORT NO. 250
A motion to approve Bill No. 247, as amended, was made and seconded, followed by a vote by
the eight members in attendance. 'The final vote, as reflected below, prompted the Committee
Chair to forward this measure to full Council with a negative recommendation.
Your Committee on Finance forwards Bill No. 247, as amended to Draft 2, to Council with a
negative recommendation.
