Your Committee on Finance, to which was referred Resolution No. 224-02, reports as follows:
Resolution No. 224-02, transmitted jointly with Bill No. 241 by Director of Finance
William Takaba, via Communication No. 684, dated June 24. 2002, authorizes the Office of the
Mayor to enter into an agreement with the State of Hawaii Department of Health, pursuant to
HRS 46-7, for an Emergency Medical Services for children grant.
The State of Hawaii Department of Health, Emergency Medical Services System has authorized
funding to the Hawaii County Fire Department to develop a training program on the usage of
child transport seats for all ambulance units on the island of Hawaii.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
During its discussion, Your Committee learned that the usage of the child transport seats will he
used in ambulances for victims in automobile accidents or passengers that need to he transported
along with parents to the hospital.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 224-02
and recommends its adoption.
