My name is Dennis K. W. Lee, and I am the Director of Public Works, County of Hawaii.
I speak in favor of Bill No. 220, Draft 3, because it supports the intent of the Subdivision Code to
ensure that when land is subdivided, the new lots have adequate access, drainage and other
infrastructure.
The Department of Public Works is responsible for the operation and maintenance of roads, and
drainage and flooding. The Department has several hundred miles of road inventory requiring
pot hole repair, shoulder maintenance and repair, road side drainage, road striping and signage,
and maintenance of street lights and signals, which we find difficult to maintain. We have a
longstanding backlog of service requests and cannot afford to be settled with more concerns as a
negative result of CPRs. This bill will help alleviate some of these public safety concerns.
We thank you for your time and opportunity to express our concerns with CPRs and support the
passage of Bill No. 220, Draft 3.
