Dear Chairman Arakaki and Members of the Hawaii County Council:
Re: Resolution 228-02 Authorizing the payment of funds of a later fiscal year and
more than one fiscal year for amulti-year lease for a copy machine
At the August 13, 2002 Finance Committee meeting at which this matter was first
taken up, Council Member Tyler suggested that all future requests of this nature
be accompanied by a work sheet to explain any statement made relative to
cost savings.
In keeping with the spirit of Council Member Tyler's suggestion, I have enclosed a
worksheet explaining how leasing of a new copying machine will be cheaper
than continuing to use our existing 9-year old copying machine.

Toner costs: We use 1.2 cartridges/month. At a per unit cost of $59.75, the
monthly cost is $71.70 (1.2 X $59.75).
Copy cartridge costs: We use.79 cartridges/month. At a per unit cost of $343,
the monthly cost is $270.97 (.79 X $343).
Our monthly maintenance cost is $56/month.
This brings our monthly cost to $398.67/month ($71.70 + $270.97 + $56.00 =
$398.67) .

A 5-year lease arrangement will cost approximately $249.12/month to lease. This
includes 3,000 pages of copies per month. Pages over 3,000 per month are
charged at $0.0099 per page. Our average number of pages per month over
the last five years ~is 12,392 copies. Based on this average, our monthly copying
charge would be approximately $92.98 per month. The charge includes
servicing and imaging supplies.
Thus, the total cost for a new copier is approximately $355.78 per month
($249.12+$92.98 = $342.10 X 1.04 [GET] _ $355.78).
