Changing the District Classification from Open to Industrial-Commercial Mixed
District TSA Corporation, Applicant
Thank you for attending the Tuesday meeting on the above subject and providing valuable input
on the concerns of the National Park, TSA, and County Public Works Department.
This memorandum is provided to you and other interested parties to summarize some of the
Public Works Department's concerns on this Bill and they are as follows:
1. The Land Use Commission has confirmed that they are not mandating any conditions
onto the County of Hawaii as it relates to the roadways. The County does not have to
impose surface water runoff mitigation measures like how it is imposed on the lots.
2. There is doubt as to what is imposed onto the County of Hawaii as it relates to Coastal
Zone Management. It may be premature to specify any treatment process when the
requirements and specifications are unclear. We are making every effort to clear this
State rule-making issue. Stay tuned.
3. In order to gauge the surface water runoff mitigation efforts (non-point source pollution)
as proposed by the National Park, an assessment was done to look at two separate but
important impact factors, namely, pollution contribution by surface area (lots versus
roadway) and pollution contribution by vehicular volume (Queen Kaahumanu Highway
versus subdivision roadways). In both instances, the focus of surface water runoff ~
mitigation was addressing only a small percentage of the problem. In the case of the
surface area, about 92% of the surface area of the subdivision are addressed by condition - ~
set forth on the lots. In the case of the vehicular volume, Queen Kaahumanu Highway's ~
traffic volume is about 99% and the subdivision roadway traffic volume is 1% of what
can be contributed on the ground via traffic on roadways. I believe the focus of surface

water runoff mitigation as proposed by the National Park is flawed because it addresses too small
a contribution to make it feasible.
4. The concern of the Public Works Department is the global application of surface water
runoff mitigation. Will this requirement be applied to all developments from hereafter?
Who pays for this? What about maintenance?
5. A pilot program was proposed at the meeting that could measure surface water runoff
mitigation impact using pollution monitoring. This measure could be acceptable to the
National Park. The Public Works Department still has concerns about addressing only a
small percentage of the total pollution contribution.
