Your Committee on Finance, to which was referred Bill No. 249, reports as tollo~s:
Bill No. 249, transmitted by Council Member Gary Safarik, via Communication No. 701, dated Julv'_2. 2002.
amends Ordinance No. 02-77, as amended, the Capital Budget, ending June 30. 2003. b.' adding the following
project:
PARKS & RECREATION:
Playground Equipment at Pahoa 1 10-599-5590.32-1 15 $40,000
Elementary School
Funds for this project shall be provided from general obligation bonds, capital projects. fund-fund balance and/or
other sources.
Funds will be used for the installation of playground equipment at Pahoa E~;lementarv School tier Children of
Lower Puna.
Your Committee heard testimony in favor of the measure from Ward Gardner, Julianne Ostruskv and Joseph
Calvino.
During its discussion, Your Committee wanted to let the Pahoa Community kno~~ that it will be through a lot of
hard work, perseverance and private resources that the playground equipment ~tiill be constructed.
Some members of Your Committee were concerned about State and County jurisdictional issues. liability and
access availability.
Patricia Engelhard, Director of Parks and Recreation explained that the playground equipment will be located on
county property and the general public will have access to the playground equipment.
For informational purposes, Mr. Tyler voted kanalua twice.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 249 and recommends it pass first
reading.
