Your Committee on Finance, to which was referred Bill No. 248, reports as follows:
Bill No. 248, transmitted by Council Member Dominic Yagong. via Communication No. 697,
dated July 22, 2002. initiates a Charter amendment to the Hawaii County Charter (2000).
relating to the organization of the Council; Officers; Employees.
E3ill No. 248 proposes that each council member appoint and employ only one council aide and
one legislative assistant. However, the council chair would be allowed to appoint and employ an
executive assistant. The council would also appoint the fiscal/program auditor. All of these
personnel would be exempt from civil service and the position classification plan.
This measure allows the legislative auditor to appoint and employ an administ?ativc assistant and
a personnel/senior account clerk, which would be exempt from civil service and the position
classifiication plan. The legislative analyst would be hi?•ed by the legislative auditor and would
be subject to civil service laws as it is now.
Pursuant to Article XV, Section 15-1 (a) of the Hawaii County Cha?-ter, amendments or
revisions of the charter may be initiated by ordinance of the council adopted after three readings
on separate days. Upon adoption of the ordinance the council shall provide that the proposed
amendments or revisions be submitted to the electors of the county for approval at the next
general election.
Council Member Yagong made a motion to file aforementioned amendment due to the Tact that
this measure will not have enough time to pass and be placed onto this war's general election
ballot.
Your Committee on Finance is not in accord with the purpose and intent of Bill No. 2~8 and
recommends it be filed.
