How will you be responding to the questions/comments included in the public statements generated at our three public meetings? 2. Please provide a chart showing projected quantities of trash for the island, east and west, for the next 20 years. It will need to combine population growth estimates, with resorts and other businesses factored in, including the national data about individuals generating more trash per person each year. 3. The commissioners and the Council members would like any changes from current draft to final document to be in ramseyer format. 4. Since organics other than greenwaste have been identified as approximately 15% of the solid waste in East Hawaii, a plan for keeping foodscraps, sludge, and other organics out of the landfills is needed. 5. The commissioners request anaction-plan chart identifying actions and who would be responsible (Council, Department, Consultants) is essential. The goal is to identify actions required for ultimate implementation of the plan. 6. Addendum must conform to all applicable sections of Hawaii Revised Statutes, most obviously 342G 25 and 26. Please show how HRS has been satisfied. 7. A discussion about trucking is warranted. This would include the economics of one landfill, strategies for minimizing trucks on the road, minimizing trucks during heaviest traffic times, and the size of trucks relative to our road system. 8. Curbside recycling/trashpick-up. Ikeep getting questions about efficiency and costs. The SWAC had a working knowledge that curbside would be too expensive, especially to provide the same level of service countywide. This needs to be reflected in the plan. Also, for your information, we are inviting possible vendors to speak to Council and the Environmental Management Commission. We have sent out an inquiry email based on the vendors identified in the addendum, as well as others that have surfaced from the public meetings. We're suggesting late September or early October as a possible time to have a Council information-gathering meeting. GENERAL COMMENTS: 1. Semantics. I would prefer to stay with the term "transfer stations" for our existing "convenience centers". It seems less confusing. 2. Semantics. When talking about trucking to Pu'uanahulu from East Hawaii, the phrase "residual waste", instead of "waste" is a better descriptor. 3. The benefits of long-haul trailers need to be described in terms of their efficiency over our existing trailers. 4. Submitting specific costs and benefits for avoided costs and efficiencies of installing a waste reduction technology will give reasons to provide funding. 5. If you find the need to repeat information, please do not use the exact sentences or paragraphs that have been used previously. QUESTIONS-IMPLEMENTATION PLAN 1. Funding schedule. P. 81. Please expand on the phrase found under "Establish drop-off centers at convenience centers" (transfer stations). "Contractors' expense to be recovered through waste diversion grants." 2. Two-stream collection system. P. 69. This assumes that greenwaste and scrap metal are also collected separately? 3. Material recycling plan required for any Construction and Demolition permit. P.71. We will need to determine how detailed we need the plan before giving a permit, how much accountability is required, and how much enforcement we are willing to provide. 4. Integrate the sort station with materials recovery. P. 72. Why do you mention plastic as a recyclable material? Do you think it would be cost effective to collect #2 HDPE, #1 PETE, or are you looking at implementation of the bottle bill, or all of the above? 5. Integrate the sort station with materials recovery. P. 72. How much acreage is needed for a material recovery facility? Would two on the island be logical and sufficient? One at Pu'uanahulu and one in East Hawaii? COUNCIL ACTIONS REQUIRED-A LIST 1. Greenwaste ban at the landfilUtransfer stations. 2. Establish County policy to restrain disposal of recyclable materials (Resolution, in conjunction with approval of the plan?) 3. Landfill bans on greenwaste. 4. Institute new fee system for waste management. (Example, on the property tax bill.) 5. Increase funding for waste diversion program. P. 69. To what level should the diversions be funded? Is there a range? 6. Increase tipping fees at landfills. P. 70. What amount should the tipping fees be? Is there a range? Please add solutions/ideas to avoid illegal dumping as well as ways that have been identified in other communities for businesses to stay profitable while the County can achieve its goals. 7. Fee change for C&D waste recovery. P. 71 How much of a difference in tip fee pricing is needed to encourage contractors to separate loads? 8. Making the Solid Waste Division an enterprise; revenues earmarked for Solid Waste Fund, or as an item on the property tax bill. P. 74. What exactly do you have in mind? The narrative states that the SWAC didn't believe the time was right for a residential user-fee. 9. Building markets for recovered materials, especially C&D, glass and green waste.
