WH~I~~~S, that Position No. 2874, Water Safety Officer II 3/10T, Position No. 2875 and No.
3755, Water Safety Officer II 2/5T, Position No. 3756, Water Safety Officer II 9/20T, Position Nos.
3890, 3891, and 3892, Water Safety Officer I (Temporary) are responsible for all beach activities at
their assigned beaches in West Hawaii; and
WH~REs4S, current beach operations have been maintained with these positions being offered
extra hours and the temporary positions being continually filled; and
WH~~IEAS, the temporary positions are funded at 2/5T and continually staffed for more than
the 90 days in order to maintain beach operations; and
WH~I~~AS, these positions, that are classified as less than half-time, receive no benefits; and
WI~~I~~AS, by continually offering extra hours, the County is faced with violating labor laws
relative to those benefits; and
WH~~~AS, by changing the three (3) temporary positions to permanent status and
decreasing its time element to half-time year round and by increasing the time element of the four (4)
regular positions to half-time will enable the West Hawaii beach operations to meet their staffing
standards and to be in compliance with labor laws; and
OIOfF~ER~~S, there are sufficient funds available in the Parks & Recreation Aquatics Beaches
Regular Salaries and Wages account (010-500-5513.71-011).

that Position No. 2874, Water Safety Officer II 3/10T, SR-17, Position No. 2875 and No. 3755, Water
Safety Officer II 2/51`, SR-17, and Position No. 3756, Water Safety Officer II 9/20T, SR-17, be
changed to Water Safety Officer 111 /2T, SR-17; and that Position Nos. 3890, 3891, and 3892, Water
Safety Officer I (Temporary), SR-15 be changed to Water Safety Officer 11/2T, SR-15, permanent.
