WH~~EI~S, HAWAII ELECTRIC LIGHT CO., INC., hereinafter referred to as HELCO, has
donated for the Hilo bayfront park: 1) materials for the construction of an educational kiosk, 2) a
public bulletin board featuring an educational display, 3) a solar powered lighting system consisting of
solar roofing tiles, battery, charge controller, switch, and two lights for the kiosk; and a solar
powered lighting system consisting of solar panels, batteries, battery box, charge controller, combiner
box, switches, and four lights for the bayfront restrooms to the County of Hawaii, Department of
Parks and Recreation; and
WF~E~~AS, the solar lighting system was installed at the restrooms on December 5, 2001;
and
WHIEi~~AS, installation of this solar lighting system at the bayfront restrooms will increase the
safety and security of members of the public using this County facility; and
WB~~F2~AS, the kiosk, educational display/bulletin board, and solar lighting system was
completed on September 5, 2002; and
WH~REa4S, installation of the kiosk, solar lighting system, and educational display/bulletin
board will provide the members of the public, including the canoe clubs, a site to post notices; and
information regarding solar technologies, the Million Solar Roofs Initiative, and the Island of Hawaii
MSRI Partnership of which the County of Hawaii is an active member; and
WH~REs4S, the kiosk's solar lighting will increase the safety and security of members of the
public using this County facility; and
WH~I~Ee4S, the value of this donation to the County of Hawaii is approximately $12,500; and
WF~~REo4S, Article XIII, Section 13-12 of the Hawaii County Charter, provides that the
Council, on behalf of the County, may accept gifts or donations of money, securities or other personal
property or of real estate or any interest in real estate; and
V!t'HERE~S, the Department of Parks & Recreation and Research & Development recommend
the acceptance of this donation.

that in accordance with Article XIII, Section 13-12, of the Hawaii County Charter, the Council of the
County of Hawaii accepts this donation.

President, HELLO, P.O. Box 1027, Hilo, Hawaii 96721-1027 with a courtesy copy sent to Mr. Pat
Moore of the same address, acknowledging their gracious donation.
