Request to Retain ®esignation of
and/or Re-designate Lands as
Extensive Agriculture. Lower Honalo Lands
This letter is a follow-up to my presentation to the Hawaii County Council Planning
Committee in Pahoa on August 20 regarding the above.
My presentation asked that the General Plan designation of certain Lower Honalo
lands of Kona Trust, William Paris Sr. Trust, William J. Paris Jr., Agnes P. Smith Trust and
Agnes K.P. Smith Trust and Mar aret Schattauer (current) desi Hated "Extensive H~n~~~~
Agriculture" and "Orchard" in the existing General Plan) be retained a or designated as ~~~,at,,a~~~
"Extensive Agriculture" in the new General Plan rather than change their designation to Ho„«~~~g
"Important Agricultural Land" as proposed in the recent draft update of the Hawaii County ~~<tlaysizt
General Plan. ~'''"p""''

My presentation showed in detail why these certain lands do not meet the criteria ,r,, _ „
for an "Important Agricultural Land" designation and why an "Extensive Agriculture"
designation is appropriate for these lands. I have attached a copy of the Draft North Kona
4 LUPAG map showing as an insert our request. This map also shows the relationship of
the Lower Honalo lands to the surrounding area.
Kindly note that one small parcel has been removed on the map from our study
area request I presented to the Council Committee. The 22.403-acre parcel (TMK 7-9-
05:60) was transferred by William J. Paris Jr. to a partnership and is now shown as "Not
Included," which means simply that the owners of "Not Included" parcels are not our
clients, and our study and request were not done for them.
The insert also shows the proper alignment of the "Urban Expansion" area taken
from both the existing General Plan and the current Draft General Plan near the north
boundary of the Kona Trust land (TMKs 7-9-05:9, 76) and south boundary of Keauhou
Kona Resort. Our computer operator had erroneously shown an incorrect alignment on
the maps I used at the presentation. The enclosed map and insert are accurate in this
regard.
