SUBJECT: Adoption of 2003 HSAC Legi ati a Program P~licy Statement
At its meeting on September 13, 200' in Honolulu, the Executive Committee of the
Hawaii State Association of CL : n ;>vs (HSAC) proposed the following "2003 Legislative
Program Policy Statement" for a 3 zt, by the councils of all four counties prior to the
commencement of the 2003 state legislature;. It is hereby transmitted to the Hawaii
County Council for its consideration, as follows:
'2003 HSAC Legislative Program 'policy ;statement
The Hawaii State Association of Counties (HSAC) shall be guided by the
following policies during the 2003 legislative session:
1. The HSAC Executive Committee shall determine the strategy for HSAC's
efforts before the Legislature.
2. An HSAC officer or designee shall testify before the Legislature on
proposals in the 2003 HSAC Legislative Package.
3. Due to the time sensitive nature of legislative matters, the HSAC Exe:_°
Committee may add items to the 2003 HSAC Legislative Package dui': y a ,
legislative session if the measures will promote the counties' home r.
authority and/or increase the counties' revenues and may oppose any
measures introduced during the legislative session that are detrimental to the
welfare and/or fiscal health of the counties."
Recommended Action: Motion to Approve the 2003 HSAC Legislative Program Policy
Statement as proposed by the HSAC Executive Committee on September 13, 2003.
Thank you for your attention to this matter and recommended adoption by our Council.

SUBJECT: Request to Waive 2003 Hawaii State Association of Counties (HSAC)
Legislative Program Policy Statement to Council
At the request of Councilman J. Curtis Tyler, III, HSAC President and HSAC officer representing
Hawaii County, I requesting that the 2003 HSAC Legislative Program Policy Statement, as
amended and adopted by the HSAC Executive Committee at its meeting of September 13, 2002
in Honolulu be waived from my Committee on Public Works and Intergovernmental Relations
for consideration and approval by the full Council at its next scheduled meeting.
Pursuant to Section 1(g) of Rule 4 of the Procedure of the Council of the County of Hawaii, I
request your support for waiver of this matter in order that our Council's action on the matter to
be forwarded to the HSAC Executive Committee at its upcoming October 11, 2002 meeting. It is
therefore advantageous that approval is granted and the matter placed onto the next Council
agenda for review. However, in the event this request is denied, for whatever reason, I
understand the matter shall be referred to the Committee on Public Works and Intergovernmental
Relations for placement on its future enda.
