Henry Tavares has made mention of sending out a year ago to both departments. Dear Mr. Ted Sakai: I am writing pursuant to our conversation of August ? X002, that took place at the Ice Summit Convention at the Outrigger Waikoloa here on the Sig Island. You had given me you card and had told me to contact you regarding working with your department about some issues and loopholes within our Medical Marijuana laws. On August ~8, ~oo~, I telephoned your office and left a message with Wendy, with a request that you please return my telephone call. As of this day, September 5, 2002. I have not received a returned telephone call from you or your office. I understand that you have a list of responsibilities and that yot ~ have to prioritize your tasks at hand, but when you give me your card and tell me to contact you it would be good to at least acknowledge that you got my message and that you would be getting back to me at amore convenient time. The reasons 1 am writing are a few. I would ask you again to please respond to my inquiries. I) According to Lt. Henry Tavares, Hilo Vice Section, he had sent a letter to your departi~ncnt regarding an Ordinance here in I Iawaii County. In March of 20o I , the Hawaii County Police Department had agreed to accept Federal Funding of a Marijuana Eradication Grant, with the acceptance of this grant, Hawaii County Police Department had a few conditions set forth by our Hawaii County Council. A number of the conditions set forth have boon met, with the exception of condition ~5, which specifically reads: The County Polico Department shall work with the State Department of Health and the State Department of Attorney General to develop a plan where a portion of the confiscated marijuana can be set aside for medical marijuana use. At the Hawaii County Council meeting held August 13, 2002, in which I attended, Lt. Henry Tavares responded to the question asked by Councilman Curtis Tiler III regarding condition # Lt. Tavares responded with the answer that a letter went out to your department - along with one to the Department of Health regarding this condition that was in effect over a year ago and Hawaii County Police Department has not yet received a response from either offices. This is very important for medical marijuana patients for a number of reasons. The Medical Marijuana Program is currently in the wrong department. We need to work with your department to effectively move this program to the Department of Health, where it belongs. The definition for Medical is as follows: medical - I) of or pertaining to the science or practice of medicine. curative; medicinal; medical properties. 3) pertaining to requiring treatment by other than surgical means. 4) pertaining to or indicating the state of ones health. 5) medical examination. Not anywhere in this definition does it mention criminal or public safety. I don't know this answer but maybe you do, who handles the methadone clinics here in Hawaii? If you know could you please let me know. Our medical business is our business, there is no need for tine l Iawaii County Police Department to have access to our personal medical records. As I have mentioned to both you and Keith Kamita on a number of occasions, there are flaws in the current laws and you both were made notice by myself, this notice was to prevent exactly what happened to us from happening. I made the efforts to bring these concerns to the attention of your departments and still no one has contacted me. What you don't understand is that there is an entire community out here that is affected by what happens with the Medical Marijuana Laws, both medically and legally and so I would like to put the offer out to you once again, I have no degree, but I do have experience and [believe that is what counts. I am hereby submitting a copy of my resume and I ask that when you read it please keep an open mind, as I am not asking to head this whole program, what I am asking is for you to use your resources and be open to suggestions, we {the people of our community) just want to work with you to see it benefit people in the community and not pose a hardship with giving innocent medical usQrs criminal records. Again this is a medical issue not a criminal issue. I worked in the Department of I Iealth for almost years, but during that time I was asked to specifically participate with the creation of our computerized WIC Program (Women, Infants and Children) a food supplemental program. The idea of creating a Medical Marijuana Supplement Program could run almost as effectively. It wouldn't take much to launch a program such as this, esp.°,cially if medical marijuana patients that grow for them could easily donate overflow of an adequate supply and we could basically design a program the same way. This would just be a supplemental program not to supply the needs of the patients through the Department of Health. These are just some thoughts of mine, there are a bunch more where that has come from, I would prefer to actually sit with you to see where we are able to start to work together regarding This program and specifically moving this program to the Department of I ;ealth. If you . would like me to put this information in a more thorough proposal form 2 _ 1 would be more than happy to do so at your request.
