Re: Barricades for stub-out road in Kona Vistas, North Kona `~IJ~~_=~,s~:
Like any other citizens of this county, Kona Vistas subdivision residents would like to feel safe
in the neighborhood where they live. Unfortunately, we have stub-out roads that afford people
from outside the neighborhood a convenient hiding place to pull off the main road and conduct a
number of illegal or nuisance activities- No one walks all the way up Lako Street into this
neighborhood in order to conduct these activities. The following is just a partial list of what I and
other neighbors have seen or experienced since moving to this neighborhood several years ago:
Krug dealing (we know this because cars park there for 10 minutes, then they're gone)
Public urination
Littering and dumping of household garbage and yard debris
Loitering (including sleeping in cars overnight)
Loud parties, particularly by underage drinkers
Graffiti on rocks, public signs, light poles, and public utilities in and near the intersection
Smoking marijuana
Thefr of two pet dogs that escaped from their owner's yard
Theft of stop signs, "No Parking" and "No Littering" signs at the top of the intersection
Illegal fireworks which have caused at least one brush fire adjacent to homes
A carpet cleaning van draining its wastewater
An abandoned car parked in the stub-out was pushed across the road and went head-first
over a neighbor's rock wall onto his lot.
The erection of barricades across these stub-out roads would prevent cars from parking out of
view of general traffic in order to conduct their illicit activities. I ask you on behalf of all our
Kona Vistas neighbors to support the use of barricades to block the convenient access of cars for
these activities.
I want to thank our Community Police Officer Steven Chung-Noon for working with our
neighborhood through increased patrols of the intersection and for patiently guiding this
amendment through the system in order to bring it to a vote today. Your support in allowing
these barricades to be placed in the stub-outs will not permanently solve the problems we've
been having, but they will provide an aspect of crime prevention that we have not had before.
Thank you for your efforts in helping us to solve this on-going problem in our neighborhood.
