Subject: Testimony on Barriers & Stub-Outs ~~nry GounciE
Ladies & Gentlemen of the Council;
I strongly urge the council to fully support the amendments currently being
constructed 8z evaluated with regard to barriers and stub-outs island wide. As a full-time
resident of one of the many afiFected areas, I am in complete agreement and am in full
support of Council Woman Nancy Pisicchio's stance on the language and verse of this
amendment.
As a Kona Vista Subdivision resident, I have spent countless hours, both during the
day and evening, attempting to summon county support to have barriers installed at the
top of Lako Street to prevent the access & clustering of individuals involved in alcohol ~i
drug abuse; along with all other unwanted behavior, including loud music, squealing
tires, trash dumping by the car Lei truck full, broken beverage bottles, needles, syringes,
excrement and urine.
These activities and behaviors should never, ever be condoned by the County of
I-Iawaii, as they are now with these hidden stub-outs. Developers should be placed on
notice, that such "dead-end" stub-outs will not be tolerated for any reason. There is
simply too much at risk for residents who occupy the surrounding area! All efforts,
whether it will be barriers or restrictions on developers from creating such stub-outs,
should be adopted and implemented to protect the public welfare and the safety of its
citizens.
There appears to be a measure of political or, at least, uninformed opposition to this
proposal. The idea that this amendment would somehow increase the aforementioned
activities and behaviors is unsupported. The idea that barriers in such stub-out areas
would be a "menace" to traffic is also unsupported. The "menace" factor comes from
"Neighborhood Watch" citizens, like myself, having to ask violators to respect the "No
Parking Zone," and to move on peacefiilly. In the last two years, I've been subjected to
countless verbal assaults and threats to my well being, all the while trying to serve and
protect my neighborhood from such activities.
With diminishing State & County budgets for the Police Department, would ft not be
prudent to install temporary concrete barriers to substitute for a Patrolman or a Citizen on
Patrol? Let's not wait until swell-intentioned citizen is injured or killed by a drugged up
or belligerent drunk! The worst than can happen to concrete barriers is a wash of graffiti!
I~awaiian resident taxpayers deserve the upper hand from their County Council when
dealing with these activities and behaviors. Violators, on the other hand, need to find
more peaceful ways of expressing their anger towards civilized society, than trashing
local neighborhoods and their environment.
