proposed by the HSAC Executive Committee at its meeting held on September 13.

Foundation and the American Youth Soccer Organization Region 274. }

Res. 231-02: Authorizes the Office of the Mayor to enter into an agreement with the State of
Hawaii Department of Business, Economic Development and Tourism, pursuant to
HRS 46-7, for a Rebuild America Grant. {This grant is provided to fund an Energy
Smart School (ESS) at a Big [stand school in which students will receive instruction on
energy production and use, lighting and renewable energy technologies.}

Res. 232-02: Authorizes the acceptance of a donation of five (5) computer systems to the Hawaii
County Fire Department. {The donation is being made by the Four Seasons Resort at
Hualalai with an estimated value of $5,000. The donor has stipulated that the
computers be assigned to the fire stations in West Hawai`i.}

(Draft 2) coffee in the districts of North and South Kona until a regulatory regime has been
developed by the appropriate government agency(ies) in order to assure and protect the
biotic integrity and market value of Kona coffee;

next step in the Council's establishment of an improvement district as specified in
Chapter 12, I-lawai`i County Code. Attached to the resolution as Exhibit "B" is the
entire transcript of said public hearing and other related documents. }

Bill 251: Amends Chapter 24, of the Hawaii County Code 1983 (1995 Edition), relating to
(Draft 3) Vehicles and Traffic. {Draft 3 imposes conditions for Council action when closing
dead-end roads; clarifies the authority of the police to close parking stalls for parades,
processions or other special activities; and identifies the Council's role when
dispensing with enforcement of time-limit parking to study parking policy.}
