HomeMy WebLinkAboutREP PC 091 07/02/2002 2000-2002 REPORT OF THE COMMITTEE ON PLANNING DATE: July 2, 2002 RE: C-675 Bill No. 233 PLACE: Councilroom TIME: 11:10 a.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No. 233, transmitted jointly with Bill No. 234 by Mayor Harry Kim, per Communication No. 675, dated June 6, 2002, regarding the State Land Use Boundary Amendment request by U of N Bancorp, at Waiaha 1st, North Kona, Hawaii, TMK: 7-5-17: portion of 7, reports as follows: Bill No. 233 amends the State Land Use Boundaries Map, H-7 for the County of Hawaii, by changing the district classification for approximately 4.979 acres of land from an Agricultural to an Urban zoned district. The irregular shaped property, owned in fee by the applicant, is located along the west side of Hualalai Road at its intersection with the Queen Kaahumanu Highway extension, and adjacent to the proposed Hualalai Village Phase lA development. This subject parcel is part of a larger 9.663 acre parcel (parcel 86) which is also owned by the applicant. The General Plan LUPAG Map designates the area as Medium Density Urban, which allows for village and neighborhood commercial uses up to three stories and residential and related functions not to exceed a density of 35 units per acre. The Kona Regional Plan, adopted by the Planning Commission in April 1984, designates the area as Residential-10 to 14 units/acre. The Master Plan for Kailua-Kona, adopted by the County Council in 1996, recommends that the project site be developed for low density residential uses, such as single family, duplex and townhomes. Cluster and new-traditional planning is encouraged to promote parks, open space and pedestrian orientation. The Plan recognizes the U of N as a "unique element" that has a master plan integrating instructional facilities with staff and student housing. The Plan also recommends that Lelehuna Street in Kona Hillcrest subdivision be extended north to the project site, then makai to connect with Kuakini Highway. It also recommends that a pedestrian walkway be provided north through the project site to connect with Hualalai Road. The subject parcel lies within the Kailua Village Special District as designated by the Kailua Village Design Commission. The property is not situated within the Special Management Area. PC-91 PC-91 - 2 - July 2, 2002 Surrounding lands immediately to the south and west are zoned A-la. Adjacent to the north is the remaining portion of the 9.663 acre property and the University of Nations complex on lands zoned RM-4. Hualalai Road borders the project site to the east. The Kona Hillcrest Subdivision is situated approximately 300-350 feet south of the project site on lands zoned RS-7.5. The subject parcel is located within Zone X, an area outside the 500-year flood plain. The Department of Public Works has noted that the Master Plan for Kailua-Kona proposes a storm sewer project through the project site and recommends that the applicant address this proposed storm sewer project. Your Committee did not entertain any discussion on this measure. Your Committee concurs with the Planning Commission and the Planning Director for recommending a favorable consideration for the State Land Use Boundary Amendment request. Your Committee on Planning is in accord with the intent and purpose of Bill No. 233, and recommends it pass first reading.
