States it is effective in treating a wide variety of ailments, including stimulating the appetite of a cancer patient. Expresses concern over the recent marijuana eradication raids on patients. Also enclosed is a copy of a letter to the Mayor trom Councilmember Elarionoff, dated August 1, 2002, requesting his review and recommendation of the project. Comm. 71 1.1: From Mayor Harry Kim. dated August 1 1. 2002, providing comments on Bill 254. States the County does not have the financial resources to complete the sidewalk. For the safety of the children and as an interim measure. the Department of Public Works will clear the sidewalk area of weeds and overhanging plants in consultation with the property owners. Thereafter, they will level the sidewalk area with gravel. In addition, Public Works Director Dennis Lee has contacted DADS (State Department of Accounting and General Services) about possible State funding as the existence of the Waikoloa School creates the need for the sidewalk. As specified in Chapter 12, Hawaii County Code, subsequent to a public hearing held on August 2, 2002, this resolution represents the next step in the Council's establishment of an improvement district. Coats, dated August 2, 2002, stating opposition to the water improvement district in Coastview and Wonderview. A resident of Kiekie Street for 16 years, Ms. Coats is connected to County water. A senior citizen on a tixed income, she would like a solution for the lower residents, but with the exclusion of those already on County water.
