No. 631/Bill No. 219 PLACE: Councilroom "TIME: 9:05 a.m. Chair and Members Hawaii County Council Hilo. Hawaii 96720 Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication No. 631, and attached Bill No. 219, reports as follows: The purpose of Bill No. 219 is to amend Chapter 24, article 10, division 2, section 24-265, schedule 13 (yield locations) subsection (a) Hamakua relating to Vehicles and Traffic, of the Hawaii County Code 1983 (1995 Edition), by adding the Pohakea Homestead Road, specifically, the makai bound a[ the narrow bridge (bridge number 43-5), located 1.6 miles west of State Highway l9. Communication No. 631, is from Deputy Director Ronald Ueoka, Department of Public Works, dated May 1, 2002, transmitting Bill No. 219 for the Council's review and consideration. In Communication No. 631, Mr. Ueoka reports that the Hamakua Safety Council has requested a yield sign at the Pohakea Road Bridge because the roadway width of 17.5' is not quite wide enough to accept two-way traffic. After investigating the area, the Department of Public Works, Highway Division, concluded that a yield sign was warranted and that makai bound motorist should stop and yield to oncoming mauka bound traffic because of better sight distance of approaching vehicles. During Committee discussion, Mr. Casey K.Yanagihara, Division Chief, Traffic Division, Department of Public Works, provided background information about this legislation, and also, fielded questions about whether any improvements were anticipated for this bridge. Councilmember Yagong informed Committee Members that this sign is necessary because bridge-retrofitting projects that are currently underway along the Hamakua Coast have caused the amount of vehicle traffic on this bridge to increase tremendously.
