Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication No. 634,
and attached Bill No. 221, reports as follows:
The purpose of Bill No. 221 is to amend Chapter 24, article 10, division 5, section 24-280, schedule 28 (no parking
anytime), subsection (c) South Hilo, relating to Vehicles and Traffic of the Hawaii County Code 1983 (1995
Edition), by adding a portion of Aupuni Street, specifically the southwest side, from a point of two hundred forty
feet southeast of Pauahi Street and extending sixty-six feet in the southeasterly direction.
Communication No. 634 is from Deputy Director Ronald Ueoka, Department of Public Works, dated May 9, 2002,
transmitting Bill No. 221 for the Council's review and consideration.
In Communication No. 634, Mr. Ueoka reports that the proposed "no parking zone" is located opposite the existing
walkway of the existing County Building. Furthermore, Mr. Ueoka states that the purpose of adding this zone is to
provide sight distance for County employees crossing between the County Building and the new Aupuni Center
Complex.
During discussion, Committee Members suggested that the Department of the Public Works, in addition to this
legislation, research ways to make the area even safer for pedestrians and employees to cross. Suggested proposals
included closing-off the nearby intersection and/or installing either a midblock crosswalk or traffic signal in the area.
Representing the Department of Public Works, Mr. Casey K.Yanagihara, Division Chief, Traffic Division, informed
members that attempts to close the Aupuni Street intersection have failed in the past and that because the safeness of
mid-block crosswalks is somewhat controversial, they are normally not pursued within this County. Assistant
Corporation Counsel Gerald Takase, also in attendance at today's Committee meeting, reiterated Mr. Yanagihara
statements regarding mid-block crosswalks and commented issues of liability.
Councilmembers Yagong and Tyler, concerned with the decision not to install amid-block crosswalk, voted "no"
and kanalua "no," respectively.
Your Committee on Public Works and Intergovernmental Relations is in accordance with the purpose and intent of
Bill No. 221 and recommends that it pass first reading.
