Last night I was again subjected to the "After-the-Rodeo Children" playing Boom-
Boxes at the Rodeo Grounds in Naalehu until about IOPM. Amplified, low frequency
(Bass) sound, assaults, and batters my head like a water-balloon used in a Volley-Ball
game. I couldn't get to sleep until about 2AM. During the night I had another severe
Acid-Reflex attack... My daily medication couldn't prevent it. Sooner or later, I am
going to drown in my own blood from an Esophogeal Hemorrhage I would just as
soon that it be later Mahalo nui loa!. Boom-Box noise aggravates this condition on top of
the pounding it gives my head.
At 6:30 this morning I was again rudely awakened by the PA System at the Rodeo
Grounds playing non-essential music, with the bass turned high, and someone saying:
"Test, test, test, testing 123" and spitting in the microphone(?). I called the police to find
out if they had a permit (IAW: County Code, General Welfare Text, Article 3) from the
Chief of Police that allowed them to do this. The Kau District officer that called in
response to my question said, "They do not have a permit... They don't need a
permit ...and we (the police) are not going to do anything about it." When I told the
officer about the County Coda, that requires sound amplifying systems, in a public place,
able to be heard more than fifty feet from the source, to have a signed permit from the
Chief of Police, he said, "I don't know anything about that. My Sergeant said that it was
OK, and we are NOT going to shut them down." I said "Thank you very much," and
hung up the phone. When some unknown "Sergeant" is allowed to enforce only the laws
that he isn't afraid to enforce, he sets a very bad precedent for his junior officers. He
needs not to be a Sergeant on the police force.
What kind of place am I living in here'? When some one, or some group, totally
disregards the health, welfare, and well being of the General Public for their own
purpose, is in flagrant violation of existing law, and the police absolutely refuse to do
anything about it, I am certainly not living in the United States of America! I am living
in a place where Anarchy is not only tolerated, but is promoted and supported by the
local law enforcement people.
I have nothing against Rodeos, or the people that participate in them, but what makes
them above the law? Their inconsiderate, and illegal (as it now appears) use of their
Public Address system is the only complaint I have. I had to move here, because the law
against Public Noise is here. I am unusually sensitive to Highly Amplified, Low
Frequency sound. The pain it causes me is indescribable, but I have literally had to fight
with the police department here in my attempts to make them enforce the law. Isn't
"Law Enforcement" what we pay them for? I have relayed very extensive research
information to the Police Department regarding the Hazards of Amplified, Low
Frequency Sound, but because the don't hear it, as far as they are concerned, it doesn't
exist. I guess that's why they moved the Kau District Police Station two miles outside of
Naalehu Town... So they can't hear the noise, and can let the dim and faded ghost of "Old
Man Parker and his Paniolos" rule this island, instead of County Legislated Law.
