YOSHIYAMA TO THE COUNTY OF HAWAII LIQUOR COMMISSION From Mayor Harry Kim, dated September 23, 2002, submitting for confirmation the nomination of Gary N. Yoshiyama of Council District 2 to the County of I-Iawai'i Liquor Commission. A lifelong resident of Hawaii, Mr. Yoshiyama is currently employed by the Hawaii Government Employees Association (HGEA). Not affiliated with any political party. if confirmed, he will serve a term to end on December 31, 2003, replacing Sidney Lee, who has resigned. Mahuna, dated September 10, 2002, transmitting the above report of a marijuana eradication mission conducted on August 19-23, 2002, as required by Resolution 46-O1. The attached reports indicate the number of plants eradicated and the number of complaints received from the public, the type of complaint and the complaint disposition. MAHUNA REQUEST TO ADDRESS THE COUNCIL ON ISSUES RAISED REGARDING ACCEPTANCE OF MARIJUANA ERADICATION FUNDS Copy of letter to Acting Police Chief Lawrence K. Mahuna from Finance Committee Chair Aaron Chung, dated September 24, 2002, confirming his presence at the October 8, 2002, meeting of the Finance Committee. Comm. 757: AN ORDINANCE AMENDING ORDINANCE NO. 02-77, AS AMENDEll. (Bill 263) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING T1~JEREOF FOR THE FISCAL YEAR JULY 1, 2002 TO JUNE 30, 2003 (by adding the Ali`i Improvement Project for $5,000,000) From Councilmember Nancy Pisicchio, dated September 25, 2002, transmitting the above bill. This project will improve and provide a safe .9 mile segment of Ali`i Drive through Keauhou, extending between the proposed link-up with the Mamalahoa (Hokuli`a) By-Pass Road to the south and with Kahalui-Keauhou Parkway (Ali'i Highway) to the north. The improvements are needed to accommodate the two new roads. which will be transformed into a major arterial highway. The Keauhou Outreach Traffic Subcommittee has requested these improvements. OFFICE, LOG NO. 03-014 W[TII THE DEPARTMENT OF HEALTH, STATE OF fIAWAI'I, FOR EROSION AND SEDIMENT CONTROL ORDINANCE UPDATE AND IMPLEMENTATION SERVICES• and (Bill 264) AN ORDINANCE TO AMEND ORDINANCE NO. 02-76, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2003 (by increasing the Contribution from Private Source account from 1250 Oceanside Partners by $12,500 and appropriating $70,000 of EPA grant funds provided by the Department of Health to update the Hawai' i County Code Erosion and Sedimentation Control and implementation services} From Finance Director William Takaba, dated September 25, 2002, transmitting the above resolution and bill. Under a Settlement Agreement between KELLY Plaintiffs, State Department of Health (DOH), and the County of Hawaii, the State is required to provide $60,000 of EPA grant funds to the County for its project to update the Grading Ordinance. Due to higher anticipated project costs, DOH has now agreed to provide $70,000. The Settlement Agreement also requires the transfer of $12,500 to the County from 1250 Oceanside Partners. ROBISON TO STATE DEPARTMENT OF PUBLIC SAFETY DIRECTOR TED SAKAI REGARDING CONDITION 5 OF RESOLUTION 46-01 (DRAFT 4) WHICH AUTHORIZED THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE USA, PURSUANT TO HRS 46-7 FOR A STATEWIDE MARIJUANA GRANT From Rhonda Robison, dated September 5, 2002. informing the Councilmembers that she has addressed the Department of Public Safety regarding Resolution 46-01 (Draft 4), Condition 5, to look into the possibility of transferring the medical marijuana program to the Department of Health.
