Your Committee on Finance, to which was referred Resolution No. ? ~ 1-02, reports as iollo~~~s:
Resolution No. 231-02, transmitted jointly with Bill No. 255 by Director of Finance
William Takaba, via Communication No. 717. dated August 7, 2002. authorizes the Uffice of the
Mayor to enter into an agreement with the State of Hawaii Department of ~3usiness. h;conomic
Development and Tourism, pursuant to HRS 46-7, for a Rebuild America Program grant.
The U.S. Department of Energy. through the State of Hawaii Department of Business.
Economic Development and Tourism, has authorized funding for an Energy Smart Schools
(ESS) project at a Big Island school. Through this project, students ~~~ill receive instruction on
energy production and use, lighting, and renewable energy technologies.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and rccci~~c am~ funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 1-02
and recommends its adoption.
