August 16, 2002, amends Ordinance No. 02-77, as amended. the Capital Budget. ending June 30. 200
by adding the following project:
PUBLIC WORKS DEPAR'I~MLN[•:
Paniolo Urive Sidewalk Improvement. Phase III 1 10-399-~39~1.39-1 1 ~ $20.000
Funds for this project shall be provided i~rom general ohli~~ation bonds. caE~ital Projects ti?nd-(~und
balance and/or other sources.
Funds will be used to extend an existing county sidewalk area located on Paniolo Drive near Waikoloa
Elementary School. in Waikoloa. Hawaii southerly by 1.000 linear fort.
Your Committee heard testimony in favor of the measure from Leslie Henson of~ Waikoloa I;lcmrntarv
PTA. Pete Hoffmann of Waikoloa Senior Center and John Schick of Waikoloa Village Association.
Communication No. 7l 1. ] from Mayor I Iarry Kim. Hated August 1 1.200?. stated that the County does
not have the financial resources to complete the sidewalk. However. for the satety of the children and as
an interim measure. the Department of Public Works will clear the sidewalk area of weeds and
overhanging plants in consultation with the properh~ owners. ~I~herca(trr. wt vaill level the sidewalk area
with gravel. In addition, Public Works I)irrctor Dennis Lee has contacted the State UcparUncnt of
Accounting and General Services about possible state funding since the existence of ~hr Waikoloa
School creates the need for the sidewalk.
Your Committee on Finance is in accord with the purpose and intent ol~ Bill No. 25~ and recommends it
pass tirst reading.
