Can Councit Members do anything to reduce the County's nightmare

In Na aiehu we are trying to complete the conversion of a small kitchen (20 ft x 12 ft) in
the Catholic Church Hall from members' only ease to a Certified. Kitchen for the
community. Ial order to do this we rr~ust have the services (or at least the blessing) of
• A Building ~Qntract4r
• Architect or Professional L,raftsanan (these two were the big surprise)
• A dumber - -
• An electrician
• County permitting
• County planning
• County Engineering

There is an exemption on small jobs, but not in Dear case since tkie public is involved. In
most states, only planning and health would be involved, and professional drawings
would not be necessary.
Almost certainly, our funds will not stretch to this vast array of professianals, and a
project badly needed by our community, and in principle doable on con~raeanity funds,
will never get completed.
Can there not be a shortcut for projects that are not commercial but clearly benefit the
public?
Hawaii has the reputation as the worst state to do business in the USA. It is not just
commercial businesses that suffer from the County's tendency to act as an employment
agency and maximize bureaucratic requirements.
