Dear Council Member Pisicchio:
Thank you for the opportunity to review and provide recommendations on the proposed bill to
amend the capital budget by appropriating $5,000,000 to improve a .9 mile segment of Ali`i
Drive through Keauhou, extending between the proposed link-up with the Mamalahoa By-
Pass Road to the south and with the Kahalui-Keahou Parkway to the north. I understand that
the Keauhou Outreach Traffic Subcommittee has requested these improvements.
There is no disagreement that Ali`i Drive needs to be improved. However, it is not a matter of
need, but of funds. We must prioritize our projects Countywide. With very limited resources
available due to legal requirements of the Americans with Disabilities Act and commitments
to provide matching funds for federal projects such as the Kahalui-Keauhou Parkway, there
are no funds available now.
I recognize this is a needed project, but please be aware there is no guarantee when this can be
implemented.
