Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating an
additional $67,000 into the Department of Environmental Management's Glass Recycling
Program account. The State of Hawaii Department of Health has increased the total
amount of compensation to be $283,000 to continue the glass recovery program.

A. REQUEST:

Attachment
Contract Modifications
Effective July 1, 2002, the parties mutually agree to modify the Agreement as
follows:
1. Extend the agreement for an additional twelve (12) month period from July 1,
2002, to June 30, 2003.
2. Paragraph 8, Attachment 1, Scope of Services, shall read:
168. Pave the equivalent of two (2) miles of a two (2) lane asphalt roadway
as part of a research and demonstration project utilizing glassphalt or glass within
any other portion of the pavement section; or any other demonstration project as
approved by the STATE."
3. Increase the total amount of compensation by $283,000.00 to continue the glass
recovery program.

4. Add paragraph 5, Special Conditions, as follows:
"5. Return of Unused Moneys. As specified in HRS 342G-84 subsection (d),
all moneys distributed to the counties under subsection (b) and not used by the
counties as specified in section 342G-86, shall be returned to the STATE for deposit
into the environmental management special fund at the end of each annual contract
period."
5. All other terms and conditions of the Agreement shall remain the same.
