Pursuant to Section 92-5(a)(4), Hawaii Revised Statutes, as amended, we request
attorney-client conf dential discussion in executive session to consult with the County
Council on questions and issues pertaining to its powers, duties, privileges, immunities
and liabilities regarding the legal representation of the County of Hawaii and one of its
