necessary to identify projects that are conducted wholly in containment,

Thank you for your very prompt response to my 9/18 request for information
on GMOs in Hawaii.
With respect to your detailed response, I have one additional question &
possible request for information: has APHIS been notified of or permitted
any laboratory or green house trials in Hawaii which have not yet been
authorized for field trials? If yes, please provide me with specific
information for each of those trials.
All of the information which you have provided to me will be copied and
distributed to all members of the Hawaii County Council in conjunction with
our 9/25 meeting.

Dr. Mr. Tyler,
In response to your request for information regarding GMOs in Hawaii, I am
sending by fax copies of information relevant to the three coffee field
tests authorized in Hawaii by APHIS and the State of Hawaii.
For each field trial, the information packet contains:
--The APHIS letter acknowledging the field trial request;
--Reference to the mandatory performance standards that must be met by the
applicant (set out in 7CFR 340.3c);
--Conditions required by the State of Hawaii;
--Name and affliation of parties responsible for the field test;
--Duration of the test; and
--Information necessary to identify the plant being tested including the a
description of the protein encoded by the gene inserted into the coffee;
The coffee field tests were conducted under the APHIS notification
procedure for field tests. APHIS has two authorization procedures for
field tests: notification and permit. Both procedures have identical
safety standards, however, the notification process requires less
information to be provided by the applicant because the genes engineered
into the plant pose fewer safety concerns. More information regarding the
APHIS authorization procedures, including eligibility criteria for field
testing under notification, is available at our website:

conducted for the coffee field tests.
In addition, please find attached:
1. A tabular list of the coffee field tests authorized by APHIS and the
State of Hawaii, and relevant APHIS points of contact.
2. A list of field releases authorized by APHIS and the State of Hawaii
since January 1, 2000 under the APHIS notification process.
3. A list of field releases authorized by APHIS and the State of Hawaii
since January 1, 2000, under the APHIS permitting process.

more specific information on any of the field releases in these documents,
please let me know.

I write on behalf of Hawaii County Councilman and Vice Chair, J. Curtis
Tyler III. Mr. Tyler was referred to you by a constituent. We write to
request additional information about GMOs in Hawaii and specifically GMOs
on the Island of Hawaii, County of Hawaii.
Would you please provide us with the locations of current laboratories,
greenhouses and/or field trials, including commercial production, on the
Island of Hawaii -any and all of these, as well as descriptions and/or
maps. We would like this information in all four categories:
Chemical
Food Crop
Feed
Pharmaceutical
Would like you to provide us with copies of any APHIS 2000 applications
for each of these Hawaii Island locations. Mr. Tyler wants copies of the
applications for each of those locations, including copies of any
Environmental Assessments related thereto.
Finally, would you please provide us with written information or
description as to how the APHIS federal regulations for any of these
locations, including field trials, are handled at the State and/or County
levels, and who is or would be monitoring these regulations in Hawaii.

requirements:
1. The field should remain fallow for a minimum of thirty c~ys. Turing
the fallow period, the field should be watered by overhe~i irritation
to allow the germination of volunteer coffee. Volunteer ccffee
should be destroyed.
