Subject: Alii Drive Improvements
Dear Mr. Chung:
Please accept this letter as testimony from the AOAO of Keauhou
Punahele who whole-heartedly support an affirmative result from the Finance
Committee of the Hawaii County Council in reference to the above mentioned
capital improvements funding bill.
The appoximate one mile segment of Alii Drive from Kaleiopapa Street to
Kamehameha III Road must be brought up to the standards of the two new
highways ® those being Mamalahoa Bypass road currently being constructed by
Hokulia and the soon to be started Kahalui-Keauhou Parkway - that this section
will link together.
Currently, our association has a great deal of concern with safetly issues
of ingress and egress at our condominium property entrance. Turn-out and turn-
in lanes are essential because of the increased volume of traffic resulting from
the connection and completion of these two major roadways. Also, the increased
speed of the vehicles transiting outside our 93 unit complex is of equal concern
without proper egress/ingress lanes.
Of equal importance and concern is the need for a traffic signal at the
intersection of Alii Drive and Kaleiopapa Street. I personally have spent many
hours talking to and working with Hokulia and the West Hawaii office of Hawaii
County trying to convince them that something had to be done to improve the
safety of that intersection. Needless to say, a single stop sign, no turn lane for
northbound traffic, limited visibility for traffic entering Alii Drive, and no speed
reducing measures will make it the most dangerous intersection on the entire
Island. A traffic signal is imperative. Thus far my efforts have fallen on deaf

The need for a safe pedestrian walkway and bicycle path along with
posted speed limits compatible with residential and resort communities must also
be considered. It is believed that this proposed capital improvements funding bill
will go a long way in satisfying the above mentioned concerns.
Our association members strongly support this measure to fund the
necessary improvements to that section of Alii Drive.
