Dear Council Chair Arakaki,
I am writing to seek a sign variance for The Horne Depot's new store in Kona, to allow two gall-type signs on a single wall. In
addition to a main entrance sign (for which a sign permit has already been granted) there is a need for a second sign above a second
entrance, to read "INDOOR LUIMER YARD."
This property is located in a commercially zoned area and the Hawaii County sign code, section 3-29 (5), states a limitation of "One
wall sign, lighted or unlighted, peg side or rear of a building..: This was cited by the County of Hawaii, Public Works Department
wilding Division as reason to turn down our sign permit application for this second sign.
There are a number of reasons why I feel a variance from this restriction is appropriate:
1) There are two m 'n • trap es on this articular building wall each serving a separate function. One is the main store
entrance, and the other directs customers to the "indoor lumber yard" sectiorn. Without this second entry sign customers will be
confused abut which entrance is most appropriate, or which to park closest to.
2) The Dome PZ?ot is not reoue 'n more signs than the sign code allows. With frontage on three streets the code would
allow for a total of six signs, however, The Home Depot is only planning on four signs total: a ground sign at one street corner, two
amen wall signs and this "INDOOR LUMBER YARD" wall sign.
3) The wall in 9M;AM d n face Wgq, but rather The Horne Depot's parking lot, which abuts adjacent parcels.
Therefore the visual impact upon neighboring businesses will be minimal.
4) The code ftg. allow a second si on this fronta e. The restriction that it must be of another type seems somewhat
arbitrary. The irony here is that The Horne Depot could be compliant with a mach larger ground or marquee sign in this same
location. However, planners at The Home Depot feel that this type of wall sign is most appropriate.
5) The wall itself is huge - twenty nine fW tall and over four hundred and fifty feet long - thus the visual impact of a
second wall sign will be relatively insignificant.
6) As an example of another large retailer casing two wall signs on the sauce frontage - and for the exact same reason - there
is the Sears store at Hilo's Prince Kuhio Plaza, where an "Auto Center" sign shares the same frontage as their main "SEARS" sign.
County sign permits were granted for these signs in 1995.
The spirit and intent of Hawaii County's sign code appears to be to control the overall proliferation and size of signs. I am not seeking
to circumvent this, but simply gain a configuration that will suit the particular nature of this building and the business within.
