October 8th, 2002
Good morning and aloha to all council members and citizens of I-lawai'i island.
It is with an intention and prayer for renewed harmony and prosperity on this

beautiful island that I testify again today on the 'marijuana eradication program'
and the arguments for its termination. Stop the program today!
There is a simple test for sanity that I think bears repeating: Put a person into a
room with faucets on one wall running water on the floor. On the other wall are
mops and buckets. Where does a sane person go? Obviously a `sane' person will
turn-off the water first ,and then mop-up the damage. You, however, act insane.
In my opinion, the marijuana eradication program is the faucet running water on
the floor and severely damaging the good people and the economy of this island.
For the 16 years I have testified at this council, the votes have all b ~f°~~e
'mops and buckets'. Shut-off and end the program today, or face~~eac-hm~f~t
tomorrow! The insanity of past council actions is obvious to any independent
and critical observer and can now be proven in a court of law.
I have the figures from your own council 'Special Study' of the monetary value
of marijuana plants robbed from citizens here.
In 1988 it was $1.8 Billion dollars worth robbed from this island.
In 1989 it was $1.3 Billion dollars worth robbed from this island.
In 1990 it was $1.1 Billion dollars worth robbed from this island.
More recently in 1997 it was $708 million dollars of income robbed.
~L w., , l 1, L~
I say robbed because in the 1994 federal study of the 'ice' epidemic here and its
causes and effects, the author states clearly on page 22...
"Robbed of this needed income many experienced considerable economic
hardship." Your own team's report says you robbed the good people of this
island of part, or all, of their livelihood. Who are the biggest criminals on this
island? Those who support this criminal and illegal and harmful program!
Like President Bush says about Iraq, 'it's time for regime change'. We need a
regime change right here on this island! We can make the case in the court of
public opinion and in a court of law that you prohibitionists have defied logic
and compassion and tolerance in support of a program that resembles more the
actions of the Taliban than the Founders of a free country. Stop the program
today!
dam. No. ~ •
~°i1e No.
def. ~'o ,
1~f. I)~,te ~C~1 d 8 ZQO2
